UCC Pushes Parliament to Back Universal Digital Access, Local Content

The Uganda Communications Commission has urged Parliament to strengthen laws and policy support for broader digital access, local content and the country’s broadcasting sector. The appeal was made by UCC Executive Director Nyombi Thembo during a meeting with the ICT and National Guidance Committee at Speke Resort Munyonyo, where the regulator outlined progress and ongoing gaps in Uganda’s communications landscape.

According to the report, UCC said national digital terrestrial television coverage has reached about 86 percent through 18 transmission sites funded in part by the Uganda Communications Universal Service and Access Fund. However, the commission warned that improved signal reach alone does not guarantee access, because many households still do not own televisions or cannot afford digital services. Thembo said the focus must now include device availability, affordability and digital literacy so that migration to digital broadcasting produces practical benefits for more Ugandans.

UCC also said it is piloting Digital Audio Broadcasting in Greater Kampala as part of wider modernization efforts. In addition, the commission wants stronger backing for Uganda’s creative industry through initiatives such as the Content Development Support Programme and the Uganda Film Festival, which are aimed at promoting local production and helping Ugandan creators reach larger audiences.

The regulator said newer issues, including digital convergence, child online safety, piracy and the financial sustainability of media platforms, require updated, technology-neutral rules.
