UCAA Present Achievements, Future Priorities as Top Bosses Appear Before Parliament

The Uganda Civil Aviation Authority (UCAA) on 16 July 2026 briefed Parliament’s Committee on Infrastructure on its strategic direction, performance, achievements, challenges and priorities for the next five years. According to Watchdog Uganda, the presentation was delivered by Director Finance Hassan Musinguzi and set out how the aviation regulator sees its role in safety oversight, airport management, infrastructure development and air navigation services.

UCAA said its FY2025/26 performance reached 79.7 percent, with revenue of UGX 346.5 billion and about 2.36 million international passengers handled. It also reported zero major safety occurrences. The authority said 121 of 207 planned actions were completed or advanced to at least 80 percent, while another 74 remained in progress. It highlighted stronger results under economic viability and compliance, alongside continued reliance on aeronautical revenue, with some growth in non-aeronautical income.

The authority pointed to completed projects such as the new passenger terminal building at Entebbe International Airport, apron rehabilitation and extension, performance-based navigation systems, security screening equipment and upgrades at Jinja Airfield. It also outlined ongoing works, including terminal modifications, airfield lighting, perimeter roads, fencing and a new terminal at Kisoro. UCAA said these investments support Uganda’s wider development goals by improving connectivity, tourism and trade.

Among the main concerns raised were debt owed to UCAA, reported at UGX 233.9 billion, including amounts linked to government institutions and Uganda Airlines. The authority also flagged high infrastructure costs, regulatory changes and training expenses as key sector pressures.
