U.S. Senate puts off crypto Clarity Act for now as it focuses limited bandwidth elsewhere - CoinDesk

CoinDesk reported that the U.S. Senate has temporarily pushed aside the Digital Asset Market Clarity Act, a major crypto market-structure bill, as Majority Leader John Thune prioritizes other floor business. According to the report, Thune began the week seeking action on federal nominees and was expected to move next to a Russia sanctions measure, leaving little immediate room for votes on the crypto legislation.
The timing matters because the Senate is nearing its summer recess, scheduled to begin Aug. 8. CoinDesk reported that the Clarity Act could still see preliminary procedural movement next week, but the chamber’s limited floor time and Senate rules make it difficult to advance multiple contested measures at once. If the Russia sanctions bill and nominations consume several days, the next realistic opportunity for substantial action on Clarity may shift to September.
The bill, already advanced in a similar form by the House, remains caught in negotiations. CoinDesk identified one unresolved issue as proposed restrictions on senior government officials, including President Donald Trump, supporting crypto projects. Democrats have criticized the ethics language as insufficient, while talks reportedly continue. Earlier disputes over stablecoin yield were addressed through a compromise limiting reward programs that might resemble bank deposit yields.
For the crypto industry, the delay adds uncertainty around federal rules for digital-asset markets. If the Clarity Act stalls, CoinDesk noted that attention could turn to implementation of the GENIUS stablecoin law and policy work at the SEC and CFTC. Even if the Senate passes the bill, it would still need House approval again before reaching the president.
