What the report says

Ugandan TikToker Hassan Nsubuga has been remanded to Luzira Prison after appearing before City Hall senior grade one magistrate Edgar Karakire on charges linked to posts about senior government officials. The Observer reported that Nsubuga, 40, a resident of Kisubi in Entebbe Municipality, faces six counts including cyber harassment, unlawful obtaining and disclosure of personal data, and cyberstalking involving Ministry of Health permanent secretary Dr Diana Atwine and Lands minister Judith Nabakooba.

According to the report, prosecutors say the allegations stem from TikTok messages in which Nsubuga accused Atwine of stealing ministry funds and harming health services, and accused Nabakooba of misusing ministry money, creating fraudulent land titles and frustrating court cases over land. He is also said to have urged the public to rise up against the two officials and identify their properties for sale. Nsubuga denied the charges. Court records show the case had been first registered at Kira Road Police Station, and prosecutors said investigations were complete.

The court rejected his bail request, finding that the proposed sureties were not sufficiently substantial and were outside the court’s jurisdiction. The judge advised him to come back with better sureties. Nsubuga was remanded until November 5, 2026. The report places the case in a wider Ugandan trend of prosecutions over online speech, citing earlier cyberstalking and cyber harassment cases involving public figures and social media users.
