Three Nansana Officials Arrested Over Mismanagement of PDM Funds

Three officials in Nansana Division, Wakiso District, were arrested after a public accountability meeting over allegations that they failed to account for government funds, including money tied to the Parish Development Model (PDM). According to Nile Post, the arrests were ordered by Wakiso Resident District Commissioner Justine Mbabazi during a Baraza convened to review how government programmes were being implemented in the area.

The officials named were Town Clerk Rosette Namiro, Agricultural and Veterinary Officer Peter Nsubuga and Hajjarah Ntudde, who had been involved in identifying PDM beneficiaries. During the meeting, Namiro gave explanations for spending on desks, a water tank at Nansana SDA Primary School and pigs bought under a household-income support programme, but residents reportedly challenged the figures and questioned procurement and beneficiary records.

Nile Post reported that Ntudde was also detained after reading out beneficiary names, with some residents saying people listed had not received the funds. Mbabazi then directed police to investigate how the PDM money was distributed and whether the named beneficiaries were actually paid. The article said the probe also touched on complaints about some government schools allegedly charging fees despite free primary education policy.

The case reflects wider scrutiny of the PDM, a national programme designed to channel funds to parish-level communities for small enterprises and income growth, amid recurring concerns about selection of beneficiaries, accountability and use of public money.
