Three KCCA Officials, Land Dealer Remanded Over Alleged Munyonyo Land Fraud

What the report says
Four people, including three officials linked to the Kampala Capital City Authority (KCCA) Ministry Zonal Office and a land dealer, have been remanded in connection with allegations of fraud involving a plot in Munyonyo, Kampala. The Anti-Corruption Court heard that the case concerns the alleged irregular acquisition and transfer of a half-acre property on Kyadondo Block 255, Plot 532, which prosecutors say is worth more than Shs600 million.
The accused are Wasswa Charles Jude, a Principal Assistant Secretary; Agaba Ronah, a government valuer; Achom Esther, a data entry clerk; and Kizito John, identified as a land dealer. According to the account published by Nile Post, the prosecution alleges that the process began in 2024 and involved a special certificate of title and later transfer of the land without the registered owner’s knowledge or proper verification.
Investigators say the property belongs to James Mulebeke, who has reportedly been the registered proprietor since 2011. The reported allegations include use of forged documents, influence over title-processing procedures, and approval of a transfer without the owner appearing for identification. One valuation is also said to have placed the land far below its estimated market value. A further official and a registrar were said to have been summoned in relation to the transaction.
The four were remanded until October 29, 2026. Nile Post reported that the arraignment involved the State House Anti-Corruption Unit, CID and the ODPP. As presented in the article, the accusations have not been tested in court, and the accused remain presumed innocent.
