Ten days on: Muwanga Kivumbi still missing

The Observer reports that former Butambala MP Muwanga Kivumbi remains unaccounted for 10 days after he was re-arrested following a bail order from the International Crimes Division of the High Court. According to the report, Kivumbi was stopped near Mpigi police station while heading to Kampala, a day after he was granted bail on July 10, 2026. Police spokesperson ACP Kituuma Rusoke said that if Kivumbi is being held by any security body, he would be presented in court at the proper time, but police have not formally confirmed custody.

The newspaper says video of the incident shows uniformed police officers and plain-clothed operatives blocking Kivumbi’s vehicle before he was taken away in a Toyota Hiace van. The report identifies Mpigi District Police Commander Robert Kuzzala as the masked officer seen directing the operation near the police station.

Kivumbi’s lawyer, Samuel Muyizi, told The Observer that the legal team filed a habeas corpus application asking court to compel authorities to produce him. The application names Inspector General of Police Abbas Byakagaba and Chief of Defence Forces Gen Muhoozi Kainerugaba as respondents. Court reportedly gave the Attorney General more time to respond and adjourned the matter to July 21, 2026.

The case has drawn concern from National Unity Platform leaders, who joined prayers for Kivumbi at the home of Aisha Kabanda. The Observer notes that Kivumbi had earlier faced charges linked to alleged post-election violence in Butambala, while his associates suspect the latest arrest may relate to critical remarks he made after release. Those claims have not been officially confirmed.
