Tanzania: Tanzania Opens Government Bond Market to All Foreign Investors

The Bank of Tanzania announced the change on August 6 as part of amendments to foreign-exchange rules. Until now, direct participation had been limited to investors from the East African Community and Southern African Development Community, along with Tanzanians living abroad.
Under the new framework, non-resident investors from outside those blocs can participate through registered market intermediaries. The central bank said the reform is meant to widen the investor base for government debt, improve market liquidity and bring in more international capital. The report said the policy is part of Tanzania’s broader effort to diversify its financing sources and strengthen domestic capital markets.
The article also noted that Tanzania introduced a sovereign yield curve in August, which should give investors a pricing benchmark for government securities. In a broader regional context, the report said several other African economies, including Kenya, Nigeria, Ghana and Egypt, already permit foreign participation in domestic government debt markets, though with different rules.
