The article notes that the government has also worked with DP World on a long-term port concession and says operational times have improved.

President Samia Suluhu Hassan is quoted in the report as describing a shift toward trade, investment and technology transfer rather than aid dependence. The piece says foreign direct investment rose in 2024 and that the government sees existing infrastructure as a foundation for more projects.
