Sudan: Cairo Declaration Forces Reject El Burhan National Dialogue, Call for Negotiated End to Sudan War

A coalition of Sudanese political groups known as the Cairo Declaration forces has rejected Sudanese army chief and Sovereignty Council head Gen. Abdelfattah El Burhan’s call for a Sudanese-led national dialogue. Meeting in Cairo on Monday, the coalition said the proposal would validate the wartime status quo and strengthen an unelected authority rather than create a genuine political process.

According to the report published by Dabanga and distributed by AllAfrica, the group argued that the priority should be negotiated talks to end the war first, followed by steps such as rebuilding the military on professional and national lines and then forming a civilian authority with democratic legitimacy. It also urged a Sudanese-owned process that addresses the conflict’s roots, including security-sector reform, transitional justice, balanced development, and a democratic state.

The coalition said any future talks should include forces committed to peace, civilian rule, justice, and national unity, while excluding actors it accused of sustaining militarization or authoritarian rule. It also called for accountability for violations against civilians, protection of victims, and support from the UN and other international actors for investigations and civilian protection. The statement comes against the backdrop of Sudan’s war, which the group said has produced severe displacement, damage to infrastructure, and rising risks of hunger and economic collapse.
