State House injects Shs1 billion into Sebei Industrial Skilling Hub to boost value addition

Watchdog Uganda reports that State House has invested Shs1 billion in a value-addition facility at the Sebei Zonal Presidential Industrial Skilling Hub in Kween District. The facility includes a maize milling plant, an animal feed processing unit and grain silos procured from China. According to the report, the equipment has passed initial testing and is intended to handle maize, soya and other grains produced in the Sebei sub-region.

At a stakeholders’ engagement on Friday, July 24, 2026, Eng. Raymond Kamugisha, Director of Projects and Presidential Industrial Hubs at State House, said Sebei is among 11 of Uganda’s 19 Presidential Industrial Skilling Hubs selected for similar value-addition investments. He said the Sebei plant can process 10 tonnes of grain per day, while the silos can store up to 500 metric tonnes. The project is also expected to support farmer training in post-harvest handling, storage and quality management.

The expansion builds on the Presidential Industrial Skilling Hub programme, which the report says was introduced by President Yoweri Museveni to provide practical skills to vulnerable and unemployed youth. Watchdog Uganda reports that the Sebei hub has trained about 1,200 young people, while four graduate SACCOs in Kapchorwa Municipality, Kapchorwa District, Kween and Bukwo have received Shs50 million each, totaling Shs200 million.

Local leaders welcomed the facility as a way to link youth skilling with agricultural processing and job creation. The report also says State House plans a Four-Acre Model demonstration farm and a Common User Production Facility, though officials appealed for additional land and funding to support wider access for graduates and surrounding communities.
