South Korea pledges legal action over alleged fuel exports to Russia

The dispute centers on accusations that about 176,000 tonnes of fuel were shipped from South Korea to Russia in July and August. South Korean officials rejected the claim and said some products, including diesel and jet fuel for commercial use, are not on the country’s export control list for Russia. Ukraine’s sanctions official said the alleged shipments would conflict with South Korea’s sanctions approach toward Moscow.
The row comes at a tense moment in South Korea-Ukraine relations. In recent weeks, Seoul has accused Kyiv of improperly revealing that two North Korean prisoners of war were transferred to South Korea, and it has sought an apology. Kyiv has denied that any secrecy agreement was broken.
The broader backdrop is Russia’s war against Ukraine and North Korea’s growing alignment with Moscow. South Korea and Ukraine have also been pressing different sanctions-related concerns, while South Korea has said it continues to follow export controls on Russia in coordination with international partners.
