South Africa: Municipal Structural Failures At Heart of SA's Water Crisis

President Cyril Ramaphosa said South Africa’s water crisis is being driven largely by structural weaknesses at municipal level, including poor financial management and blurred responsibilities between water authorities and service providers. His remarks, reported by SAnews.gov.za and distributed by AllAfrica, came in response to parliamentary questions in Tshwane on Tuesday, 25 August 2026.

According to the report, government has developed a National Water Action Plan as a coordinated response to the crisis, modeled in part on the Energy Action Plan used to address prolonged electricity shortages. The plan is overseen by the National Water Crisis Committee and was prepared after consultation with municipalities, water boards and relevant departments. Ramaphosa said it includes immediate steps to improve service delivery and longer-term reforms, including legislative changes.

He said the government is focusing on projects to extend water access to unserved communities, finish delayed infrastructure work, and provide more support to struggling municipalities. The administration is also targeting corruption and criminal activity that damage water systems, including theft of metal parts and illegal tanker operations. Ramaphosa said the goal is to restore reliable water supply and reduce sewage pollution while building a more sustainable system.

The report places the water plan within broader local government reform efforts under Operation Vulindlela and a review of the White Paper on Local Government.
