South Africa: Masondo's Resignation Will Not Fix the Pic. Parliament Must Now Reform Its Governance.

AllAfrica published a Democratic Alliance (DA) press release dated 24 July 2026 in which Andrew Bateman MP, the party’s deputy spokesperson on appropriations, said the resignation of Public Investment Corporation (PIC) board chairperson David Masondo was important but would not by itself restore confidence in the state-owned asset manager. The DA said the PIC oversees more than R3 trillion in government employee pension savings and workers’ funds.

According to the DA statement, the resignation follows a series of governance concerns at the PIC, including the suspension of the chief executive officer and chief investment officer, whistleblower allegations, an investigation by the Financial Sector Conduct Authority, and departures of non-executive directors. The party argued that the developments point to a deeper governance failure rather than a problem that can be solved only by replacing board members.

The DA used the statement to promote its Pension Protection Bill, which it said has been submitted to Parliament’s legal services. The party said the bill would implement governance changes recommended by the Mpati Commission, including an independent non-executive board chair, skills-based board appointments, and safeguards against political interference in the management of public servants’ retirement savings.

The DA called for short-term steps to stabilise the PIC, appoint a credible board, and allow investigations to continue without interference. It also urged transparency on the implementation of Mpati Commission recommendations and the PIC’s unlisted Isibaya portfolio. The significance, as framed by the DA, is that public servants such as teachers, nurses, doctors and police officers rely on the PIC to manage their retirement funds with independence and accountability.
