His sons described their grief and said their father had worked to care for and support his family.

Family members told the hearing that Salgado Araujo, a Mexican immigrant who had lived in the United States for more than three decades without legal status, was not the target of the ICE operation. One son said the family first learned through social media that their father had been shot. Al Jazeera reported that a memorial has formed at the site and that the killing has drawn large protests in Houston.

Harris County District Attorney Sean Teare told lawmakers that the Department of Homeland Security, which oversees ICE, had not provided requested information and evidence, including the identity of the officer who fired. The report said three passengers, among them Salgado Araujo’s brother, were detained during the stop.
