Somalia: Somaliland Rejects Bread Price Rise, Questions Bakers' Group's Legal Status

Somaliland’s Ministry of Trade and Tourism has رفضed a proposed 20% increase in bread prices announced by the Somaliland Bakery Association, according to Horn Diplomat’s report distributed by AllAfrica. The dispute was reported in Hargeisa and centers on whether the association has the legal standing to speak for bread producers or to set prices.

In a Sept. 26 statement, the bakery group said bakeries would raise the wholesale price to shops and the retail price to customers, lifting the consumer price from 2,500 Somaliland shillings to 3,000 shillings. The association said producers had agreed to the increase because of difficult conditions, but it did not spell out those conditions in the statement cited by the report.

The ministry responded on Sept. 28 that it would not accept the change. It said the group is not registered with the ministry and therefore cannot claim to represent businesses. The ministry also said it saw no concrete reason for a bread price rise and warned that higher prices would add pressure on households, especially lower-income families.

Bread is a basic staple in Somaliland, so any price shift has broader social and economic implications. The ministry said those acting outside legal rules could face action, underscoring an ongoing tension between business groups and regulators over pricing and formal recognition.
