Senior Presidential Advisor on Political Mobilisation Moses Byaruhanga said President Yoweri Museveni still plans to provide Shs200 million to each youth SACCO in Kampala’s five divisions, framing the pledge as part of a wider push to expand economic opportunities for young people. He made the remarks on Friday, August 14, 2026, while officiating at belated Youth Day celebrations in Kawempe Division, organised by the Kawempe Youth Council.

Byaruhanga urged youth to focus on entrepreneurship and job creation rather than waiting for formal employment. He also pointed to other government initiatives, including the Parish Development Model and Emyooga, and said the administration wants the youth’s 30% share of PDM funds to reach intended beneficiaries. He defended the impact of the Shs1 million PDM allocations in Kampala, saying critics should visit recipients to assess the results.

The advisor also raised concerns about Emyooga in Kampala, saying only 303 of 566 SACCOs were still functional and that the government would review and reorganise the weaker groups before adding more funding. He said successful SACCOs can receive top-ups and that funds are intended to go more directly into beneficiary accounts. He added that government has also established a common-user facility at Mulago II Parish to help skilled youth access machinery for making products such as shoes, bags and sanitary pads.

Kawempe officials, including Deputy Resident City Commissioner Kagenyi Lukka and youth leader Isaac Sebuufu, said the event was meant to support young people beyond the celebration itself and connect them to services such as medical outreach and NIRA registration.
