Rwanda and Kenya have expanded a wide-ranging partnership with 11 new memoranda of understanding signed during the 10th session of their Joint Permanent Commission for Cooperation, held in Nairobi on October 5-6, 2026. According to The New Times, the talks reviewed progress since the previous meeting in Kigali in 2023 and covered issues such as legal cooperation, immigration, housing, water resources, local governance, police cooperation, culture, heritage and conservation.

The report says the relationship is being driven as much by practical economic links as by formal diplomacy. Trade remains a major pillar, though Kenya runs a much larger surplus: Rwanda imported more than $398 million in goods from Kenya in 2025, while its exports to Kenya were about $5.3 million. Officials from both sides said there is room to deepen and diversify trade and to remove remaining barriers to movement of goods and services. The two countries also work together within the East African Community framework.

Transport and logistics are especially important because Rwanda is landlocked and depends on Kenya’s Northern Corridor and the Port of Mombasa. Recent steps include a Kenya Ports Authority liaison office in Kigali and land allocated to Rwanda in Mombasa and Naivasha. The article also highlights an emerging energy link: Rwanda received its first bulk shipment of refined petroleum products through Mombasa in September under agreements signed in June.

The piece adds that investment, tourism, air links and people-to-people ties are widening the relationship, with Kenyan banks and companies active in Rwanda and Rwandan investment also flowing into Kenya.
