Rwanda’s Chamber of Deputies has approved two financing agreements totaling Rwf279 billion to help fund government programmes linked to job creation, according to The New Times via AllAfrica. The vote took place on Thursday, August 20, with all 66 MPs present backing the measures after they were presented by Godfrey Kabera, Minister of State for National Treasury in the Ministry of Finance and Economic Planning.

The report says the package includes one agreement worth €81.71 million, or about Rwf140 billion, and another worth ¥15.02 billion, or about Rwf139 billion. The funds will support recurrent spending and development projects in Rwanda’s current budget under the country’s Development Policy Financing Programme. Officials said the financing is tied to the second National Strategy for Transformation (NST2), which seeks inclusive growth and more sustainable employment.

Kabera said the programme is built around three main areas: improving public finance management, removing obstacles to job creation, and supporting industrial and agricultural transformation. Planned measures include stronger tax collection and oversight, expanded broadband access, support for savings through Ejo Heza, vocational training, and better matching of job seekers with employers through the Labour Market Information System.

The report also notes that MPs asked why several lenders were involved and how the financing would relate to savings efforts. Kabera said the structure was a syndicated loan designed to raise a larger amount at lower cost, helped by guarantees from the Multilateral Investment Guarantee Agency. The agreements were signed in Kigali on August 13, 2026.
