Rwampara Production Officer Detained Over Shs1bn Accountability Queries

What the report says
Police in Rwampara District have detained District Production Officer Dr Deogracious Begumisa for questioning over accountability concerns tied to Shs1.18 billion allocated to his department in the 2025/2026 financial year, according to Nile Post. The matter arose during a government review meeting chaired by Local Government Minister Balaam Barugahara on Tuesday, where district leaders and ministry auditors examined how public funds had been used.
The funds under scrutiny were said to include conditional wage grants, unconditional grants, agricultural extension wages, development revenue and locally raised revenue. Officials at the meeting reportedly raised concerns that the amounts released to the production department did not match the deliverables or supporting records presented. Begumisa was said to have failed to provide satisfactory documentation when asked to explain the spending.
Nile Post reported that Balaam pressed for accountability and warned against misuse of public resources. After the meeting, Begumisa was taken to Rwampara District Police Headquarters, where CID detectives began recording statements and reviewing audit materials.
Authorities are now examining whether the case involves poor record-keeping, neglect of duty or possible financial misappropriation. The allegations have not been proven, and investigators are expected to determine how the money was spent. District leaders said routine agricultural and production services would continue under interim oversight while the probe proceeds.
