Kenyan President William Ruto has announced a new support package for the country’s 106,000 village elders, promising a monthly stipend, smartphones and health insurance. According to Nile Post, the measures were presented at a State House meeting in Nairobi attended by about 10,000 elders and were framed as part of efforts to strengthen grassroots administration, community security and local service delivery.

The package includes a KSh3,000 monthly allowance, formal government recognition of village elders and training to improve their work at community level. Ruto also said elders, along with their spouses and children, would be enrolled under the Social Health Authority so they can access healthcare. In addition, the government plans to provide smartphones with cameras so elders can report incidents from their areas more quickly.

The announcement reflects the central role village elders play in Kenya’s local administration, including helping with vaccination drives, censuses, voter registration, school enrolment, disaster response and community policing. Ruto said the support is intended as recognition of their public service rather than payment for patriotism.

The report also said the government increased funding allocations for assistant chiefs and chiefs, while senior security official Raymond Omollo described the gathering as the first of its kind. More broadly, the move fits into Kenya’s wider push to reinforce structures at the grassroots, though the practical impact will depend on how the policy is implemented.
