What the report says

A Russian ballistic missile attack struck a key energy facility in Kyiv and a nearby residential building, Ukrainian President Volodymyr Zelensky said, as fighting continued despite talk of a possible energy ceasefire. The BBC reported that the plant, known as Darnytska CHP-4 or CHPP-4, helps supply heating and electricity to parts of the capital. Zelensky said the strike came without “early warning from our partners,” while Kyiv’s mayor, Vitali Klitschko, said one person was killed and 13 were injured in the apartment block attack, with four in serious condition.

The strikes came two days after US President Donald Trump said Russia and Ukraine had agreed to halt attacks on energy infrastructure, although Kyiv has reported further Russian strikes since then. Zelensky said Russia was again targeting energy sites and accused Moscow of continuing the war while Ukraine was not receiving advance warning about ballistic missile launches. Trump later said the United States was still sharing intelligence and working with both sides to end the conflict.

The BBC added that this was the second night in a row Kyiv had been hit by Russian missiles. CHPP-4 has been struck before during the war and was severely damaged in a separate attack in February, forcing it to shut down. The facility’s repeated damage highlights the pressure on Ukraine’s power system and the risk to heating and electricity supplies in winter.
