Report Shows Rubanda Health Facilities Struggling as Patient Numbers Surge

What the report says
A community monitoring report in Rubanda District, western Uganda, says health facilities are under increasing pressure as patient numbers rise, leaving some centres short of beds, essential medicines and staff at critical times. The findings were presented at the district headquarters by groups involved in a Community-Led Monitoring project run by Kigezi Orphans and Vulnerable Children Living with HIV/AIDS (KADOLHA), with support from Mayanja Memorial Hospital Foundation and TASO Uganda.
According to the report, the most affected facilities include Rubanda District Hospital, Hamurwa Health Centre IV and Bufundi Health Centre III. It points to long waiting times, stockouts of medicines used to treat tuberculosis, HIV/AIDS and malaria, as well as absenteeism and late reporting by some health workers. At Bufundi Health Centre III, officials said the maternity ward has been so crowded that some patients have had to sleep on the floor because of insufficient beds.
District officials said the increase in demand is being driven in part by upgraded services and ongoing construction works, which have drawn patients from nearby districts such as Kanungu and Kisoro. The district’s chief administrative officer also said people may be crossing borders from the Democratic Republic of Congo and Rwanda to seek care, though that broader regional point should be treated as contextual background rather than a confirmed finding in the report.
Health officials and local leaders said the concerns will be followed up, including through unannounced inspections focused on staff attendance. The report is significant because it shows that infrastructure expansion alone may not be enough unless it is matched by medicines, staffing and space to serve growing demand.
