The legal action follows the shooting during Operation Metro Surge, an immigration enforcement sweep in the city that targeted immigrants and people accused of crimes.

Lawyers for the family say the operation helped create what they described as an “unprecedented environment for state-sponsored violence.” One lawsuit seeks to hold the government responsible for Good’s death under federal tort law, while the other names ICE officer Jonathan Ross and several senior officials, including Stephen Miller, Kristi Noem and Tom Homan, in a broader civil-rights conspiracy claim. The White House and the Department of Homeland Security have not yet responded, BBC reported.

Good was shot on 7 January during a traffic stop, and authorities said at the time that she had tried to harm agents; family members and witnesses dispute that account. The case drew national attention and protests, especially after a second Minneapolis resident, Alex Pretti, was also shot dead by immigration agents later in January, prompting the withdrawal of hundreds of federal agents from the city.

Good’s mother and brother also testified before Congress this week, pressing for accountability. The lawsuits could become part of a wider legal and political debate over immigration enforcement tactics, use of force and federal responsibility in high-profile operations.
