Public intervention saves 73 Lubiri High School students after bus loses control

What the report says
KAMPALA — A quick response from bystanders helped avert a serious road accident in Rubaga after a bus carrying Lubiri High School students reportedly lost control near Cornerstone Plaza. Watchdog Uganda reported that the vehicle, registration UAQ 079W and operated by Jeju Express Bus Company, was transporting students on a study trip to the Uganda Manufacturers Association in Lugogo when the incident happened.
According to Traffic Police spokesperson SP Michael Kananura, the bus conductor alerted members of the public, who helped stop the vehicle by placing stones under it. Police later arrived at the scene and, based on their checks, identified a number of safety and compliance concerns linked to the trip and the bus.
The article said the bus had 73 students on board, exceeding the 67 declared for the journey. Police also said the PSV licence had expired, the trip lacked Ministry of Education and Sports clearance, the bus did not have third-party insurance, and it had not been inspected by the Ministry of Works and Transport.
No injuries were reported. Police detained the driver, conductor and school patron for questioning and were collecting a statement from the head teacher. The case has renewed attention on school transport safety and the need for schools and operators to follow the required approvals, insurance and inspection procedures before moving learners.
