PS Kumumanya Orders Monthly Reporting on PDM Corruption Cases

KAMPALA, Uganda — Uganda’s Ministry of Local Government has ordered a new layer of oversight for corruption cases linked to the Parish Development Model (PDM), a government programme aimed at moving low-income households into the money economy. Permanent Secretary Ben Kumumanya directed Chief Administrative Officers and Town Clerks to file monthly updates on cases involving Parish Chiefs, Town Agents and other public servants accused of malpractice.

According to the July 13, 2026 circular cited by Watchdog Uganda, the reports will begin in August 2026 and are meant to track both disciplinary action and court proceedings. The ministry wants local government accounting and administrative heads to say what action has been taken, which cases are still pending and where further follow-up is needed. Kumumanya also instructed authorities to begin disciplinary proceedings against implicated officers and to remove those found guilty from public service in line with the law.

The directive was also shared with Resident District Commissioners, Resident City Commissioners, district and city leaders, mayors and service commissions, extending accountability beyond the officials directly implementing PDM. The article says some suspected officials have already been arrested and charged, but the ministry is treating arrest as only one part of the process.

The move matters because the PDM is intended to support vulnerable households, and allegations of extortion, bribery and misuse of funds can weaken confidence in the programme. The first monthly reports are expected to show whether the new reporting system leads to faster action on corruption cases.
