PS Atwine clashes with Health minister boss Kawooya over ‘pocketing’ doctor

What the report says
Uganda’s Ministry of Health is facing public scrutiny after a viral video showed state minister for Health Anifa Bangirana Kawooya confronting Dr Robert Candia of Arua Regional Referral Hospital during an official visit and announcing his suspension on the spot. The Observer reports that the exchange began after Kawooya accused the doctor of disrespecting her during the engagement, including by addressing her with his hands in his pockets. Candia was then escorted away as the minister continued to question his conduct.
Permanent Secretary Dr Diana Atwine later criticized Kawooya, saying the minister had gone beyond her mandate and that disciplinary matters in the public service must follow established administrative procedures. Atwine said Candia had not been formally removed from duty and urged health workers to maintain professional standards while continuing to serve patients.
The incident has triggered broader debate in Uganda about public reprimands by senior officials during inspection visits. The Uganda Medical Association condemned the confrontation and called for the reported suspension to be withdrawn, arguing that hospitals should remain focused on patient care and not political displays. The Observer also noted that some government ministers have increasingly used filmed inspections to press officials over performance, a practice supporters see as accountability but critics say can undermine due process and expose the government to legal risk.
