President Museveni’s Anti-Corruption directive gains momentum as Shs22.7 bn comes under investigation

Watchdog Uganda reports that President Yoweri Kaguta Museveni’s anti-corruption directive is being carried forward through a nationwide “Expose the Corrupt” campaign that has put Shs22.7 billion under investigation. The effort is being coordinated through a multi-agency approach led by Minister of Local Government Balaam Barugahara and the State House Anti-Corruption Unit, alongside the Criminal Investigations Directorate, the Directorate of Public Prosecutions and other agencies.
According to SHACU head Brig. Gen. Henry Isoke, the campaign has so far led to 267 arrests, 253 interdictions and nearly 40 people being brought before court. He said the money under review should not be treated as a confirmed loss, because investigators still need audits, document checks and other verification steps to determine whether funds were stolen, misused or otherwise implicated in wrongdoing.
The campaign has covered several parts of Uganda and is focusing on local government procurement, contract management, recruitment, land administration, Parish Development Model funds and public services such as roads, schools and health facilities. Watchdog Uganda says complaints from citizens have generated 124 case files at different stages of review and prosecution.
Brig. Gen. Isoke said the broader aim is not only arrests, but also stronger controls, recovery of public resources, better service delivery and deterrence. He also noted that some cases remain under investigation because evidence must be gathered before prosecution, which helps explain why the number of arrests is higher than the number of court appearances.
