President Museveni presides over swearing-in of three new ministers, reiterates position on dual citizenship

President Yoweri Kaguta Museveni on Tuesday presided over the swearing-in of three newly appointed ministers at State House, Entebbe, according to Watchdog Uganda. The ministers are Ambassador Adonia Ayebare, who takes up the foreign affairs portfolio; Shartsi Kutesa Musherure, named minister of state for finance, planning and economic development in charge of microfinance; and Witonze Juma, minister of state for internal affairs.

The ceremony included the Oath of Allegiance and the Oath of a Minister, which the appointees subscribed to before taking office. Museveni used the occasion to call on them to help combat corruption and inefficiency in government institutions, saying public service needs stronger supervision, accountability and integrity. He linked some of the problems facing state bodies to negligence and corrupt conduct among officials.

The president also restated his views on dual citizenship, framing Uganda’s policy in the context of the country’s political history, including periods of instability and exile. He said the issue should be understood alongside regional integration efforts and repeated support for an East African Federation as a longer-term answer to questions of identity and allegiance.
