Presidency Mourns Deputy RCC Mark Baingana

The Office of the President in Uganda is mourning the death of Mark Baingana, who served as Deputy Resident City Commissioner (RCC) for Makindye Division in Kampala. According to Watchdog Uganda, the news was conveyed in a condolence message from the Minister for the Presidency, Babirye Milly Babalanda, who said she received the announcement with deep sorrow.

In her message, Babalanda extended sympathies on behalf of the Office of the President, as well as personally and in her family capacity, to Baingana’s relatives, friends, colleagues in the RCC office and residents of Makindye Division. She described him as a committed public servant who carried out his duties with discipline and dedication.

The minister said Baingana had worked to support peace, security and service delivery in the area. She also offered prayers for comfort and strength for the bereaved family and asked for eternal rest for the deceased. The report did not give a cause of death or additional details about funeral arrangements.

More broadly, RCCs and deputy RCCs are part of Uganda’s local administration structure and often represent central government interests at division or district level. Baingana’s death has therefore drawn attention because of his role in coordinating public administration in Kampala’s Makindye Division.
