Presidency Bids Farewell to DRCC Mark Baingana as Minister Babalanda Commends His Service

Minister for the Presidency Babirye Milly Babalanda joined mourners in Ssembabule District for the burial of Mark Baingana, the Deputy Resident City Commissioner for Makindye Division in Kampala, according to Watchdog Uganda. Baingana was laid to rest on Thursday at his ancestral home in Ssembabule.

Speaking on behalf of government, Babalanda conveyed condolences from President Yoweri Museveni, First Lady Janet Museveni, Permanent Secretary in the Office of the President Yunus Kakande, and staff in the Presidency. She described Baingana as a disciplined and committed public servant who carried out his duties with professionalism, and also referred to him as a person of faith.

The minister also used the funeral to encourage unity among RDCs, RCCs, deputies and assistants, saying they should support one another and serve with integrity as representatives of the President on the ground. She praised residents of Ssembabule for embracing government wealth-creation programmes such as the 4-Acre Model, Parish Development Model, Operation Wealth Creation and Emyooga, saying these initiatives had contributed to local progress.

Watchdog Uganda reported that the burial was attended by government officials, local leaders, religious leaders, family members and residents. The funeral reflected both a farewell to a local administrator and a public tribute to the wider role of the Presidency’s field officers in Uganda’s governance structure.
