PLU seeks Shs 1.5bn from parliament to distribute Muhoozi book

The Patriotic League of Uganda (PLU) has asked parliament for Shs 1.5 billion to help produce and distribute more than 200,000 copies of a publication about Chief of Defence Forces Gen Muhoozi Kainerugaba. The book, titled 52 Dimensions, was launched at parliament and was presented as a project marking Muhoozi’s 52nd birthday and highlighting themes such as leadership, patriotism, accountability and public service.

According to The Observer, the publication’s editors and supporters said the requested funds would cover printing, documentation and wide free distribution to schools, universities, libraries, youth platforms and other learning centres. They also said a limited premium edition would be sold to the corporate sector, with proceeds directed to the Uganda Childhood Cancer Foundation. The article says the book includes reflections and contributions from people drawn from politics, security, education, media, the private sector, religion and civil society.

Speaker Jacob Marksons Oboth-Oboth endorsed the publication during the launch and described it as an independent initiative worthy of support. He also said parliament’s core mandates—legislation, representation, oversight and appropriation—should be treated as equally important. His remarks, as reported by the newspaper, framed patriotism as a broad civic value rather than something limited to PLU members.

The development is notable because it places parliament at the centre of a request to fund a politically linked publication, raising questions about the use of public institutions in civic messaging and commemoration.
