What the report says

The Patriotic League of Uganda (PLU) has отверturned? rejected Agaba Gerald’s claim that he serves as the regional coordinator for Western Uganda, saying he was never officially appointed. In the account published by Nile Post, PLU mobiliser and media head Frank Mwesigye said the organisation’s regional and sub-regional posts are filled by appointment from PLU National Chairman Gen. Muhoozi Kainerugaba, and that a letter circulating in Agaba’s name was not authorised.

Mwesigye said PLU’s Western Region leadership structure places former Minister for the Presidency Balaam Barugahara as vice chairman for the region, with sub-regional coordination in Ankole assigned to Nzeire Shadrack, assisted by Tabaro Didas Tumwesigye, and Polly Katwiire serving as spokesperson. He said these appointments were made by Kainerugaba and released by former PLU general secretary Daudi Kabanda, and that the officials are expected to report through Barugahara.

The dispute arose after a memo dated October 13, 2026, in which Agaba identified himself as regional coordinator and addressed PLU coordinators across Western Uganda. In that message, he described grassroots mobilisation efforts since 2022 and called for calm, discipline and attendance at a planned baraaza in Ntungamo District, followed by a press briefing.

PLU said it is handling the matter internally and urged members and the public to ignore communications that conflict with its official appointments. The report also said the Tuko Pamoja NRM/PLU Task Force was temporary and limited to campaign work between November 2025 and February 2026.
