What the report says

Pearl Bank has named two senior executives to strengthen its legal, governance and cybersecurity functions, according to The Observer. Dorcas Kiwemba Balimukuubo has been appointed chief legal officer and company secretary, while Steven Mwesige has been confirmed as chief information security officer. The bank said the moves are meant to reinforce risk management and support its wider business objectives.

The Observer reported that Balimukuubo brings more than 14 years of experience across financial services, law, compliance and governance. She joined Pearl Bank in June 2026 after prior roles at Standard Chartered Bank Uganda and Ecobank Uganda, and earlier worked in private legal practice advising on corporate, commercial and banking matters. Her remit at Pearl Bank is expected to include regulatory compliance, legal risk oversight and board support.

Mwesige was confirmed in July 2026 after serving in an acting capacity for about a year. He has more than 15 years of experience in information technology, cybersecurity and enterprise risk management, including previous work at the bank and roles at other Ugandan institutions. The article notes that he helped guide Pearl Bank toward security certifications such as ISO/IEC 27001:2022 and PCI DSS.

The appointments come as banks in Uganda and elsewhere continue to place greater emphasis on digital security, regulatory compliance and governance. In this case, the changes appear aimed at bolstering leadership in areas that are increasingly central to banking operations.
