Parliament to Verify All Staff Over Alleged Irregular Recruitment

What the report says
Parliament in Uganda is set to begin a staff validation exercise next week after Speaker Jacob Marksons Oboth said the Parliamentary Commission will review employee records over reports that more than 300 workers may have been recruited irregularly. The process will be carried out with support from the Public Service Commission and is expected to cover all parliamentary staff.
According to Nile Post, the review will include senior officials such as Clerk to Parliament Adolf Mwesige. Oboth said the exercise is meant to confirm whether appointments followed the required procedures and to identify any cases of improper recruitment. A member of the Parliamentary Commission was also cited saying the institution wants to remove staff who were hired illegally.
The reported allegations relate to recruitment during the 11th Parliament. If the validation finds procedural gaps, it could affect staff records and appointments across the legislature. More broadly, the move reflects efforts by Parliament to tighten internal human resource oversight and respond to concerns about public sector hiring.
Oboth also said Parliament plans to revive the Parliamentary Institute, which would provide training for MPs and technical staff. That proposal, reported by Nile Post, is intended to improve professionalism and strengthen institutional capacity.
