Parliament Cracks Whip Over Ndejje University Transcript Saga, Orders Swift Government Action

KAMPALA — Uganda’s Parliament has called for urgent government intervention in a dispute over delayed academic transcripts and certificates affecting former students linked to Ndejje University. Deputy Speaker Thomas Tayebwa directed the Ministry of Education and Sports to act quickly after a petition was presented to the House on Wednesday, 5 August 2026, by Hon. Eunice Apio on behalf of Ms. Tamali Okao, formerly of St. Stephen Nursery Teachers’ College in Lira.

According to the petition reported by Watchdog Uganda, 102 students who completed their studies between 2017 and 2022 have not received their academic documents. The college had reportedly cleared outstanding payments in May 2023 after earlier delays linked to government remittances for 18 state-sponsored students from Karamoja. Despite that payment, the documents were still being withheld, leaving graduates unable to seek jobs, continue studies, or prove their qualifications.

The petition asks Parliament to press Ndejje University to release the records, look into similar cases at other institutions, and help establish stronger mechanisms for resolving such disputes. It also seeks reimbursement for the college’s expenses in settling the fee balance. Tayebwa referred the matter to the ministry and asked Minister of State for Sports Peter Ogwang to engage the relevant parties and report back to Parliament.

Ogwang said the ministry would follow up and noted that a committee is already handling a related records dispute involving students from Kyambogo University. The case highlights broader concerns in Uganda’s higher education system about academic record management and the effects of delayed documentation on graduates.
