Parliament approves Juma Witonze for State Minister for Internal Affairs

The Independent Uganda, citing URN, reported that Parliament’s Appointments Committee has approved Juma Witonze Kisekka to become State Minister for Internal Affairs. The approval followed a vetting session on Thursday, July 31, 2026, three days after President Yoweri Museveni nominated him. The committee is chaired by Speaker Jacob Marksons Oboth-Oboth and includes Deputy Speaker Thomas Tayebwa, government MPs and opposition legislators. Its report is expected to be sent to the president under parliamentary procedure before Kisekka can be formally appointed and sworn in.

Kisekka was nominated after the committee rejected Dr. Lawrence Muganga for the same post over questions related to citizenship status. The Independent reported that the scrutiny came amid concerns about ministerial nominees with dual citizenship. Uganda’s law allows dual citizenship for eligible Ugandans, but the Constitution restricts holders of dual or multiple citizenship from occupying certain offices, including ministerial roles, unless foreign citizenship has been properly renounced. Three other nominees were reported to have renounced foreign citizenship and are expected to continue through the process.

The internal affairs docket is significant because the ministry oversees key agencies including police, prisons, immigration, citizenship services and national identification. If appointed, Kisekka will deputise Prof. Ephraim Kamuntu at a ministry central to internal security and public documentation services. Nile Post also reported that Kisekka pledged to focus on fighting corruption and improving public confidence in the ministry.

According to The Independent, Kisekka comes from Gomba District and has a background in business, diplomacy and political mobilisation. He is CEO of Adrois Group, has served as Uganda’s special envoy to Bahrain on trade and investment, and holds leadership roles in the NRM and the Patriotic League of Uganda in the Greater Mpigi area.
