Pallisa district authorities have started enforcing a government directive that bars alcohol consumption before 3 p.m., with Resident District Commissioner Dikusooka Majid leading the effort during a district security and service delivery assessment in Agule Sub-County. The enforcement drive began on Tuesday, August 18, 2026, and forms part of a wider exercise that district leaders say will move across all sub-counties.

According to Nile Post, the team included security personnel, political leaders and technical officers, and it carried out patrols before holding a meeting with local leaders and stakeholders. During the visit, officials sensitized residents about the directive issued by Local Government Minister Balaam Barugahara, and some people were reportedly found drinking in breach of it. Authorities also confiscated traditional drinking items used for taking malwa from a communal pot.

Beyond the alcohol directive, the meeting became a forum for local leaders to raise broader service delivery concerns in Agule. The LCIII chairperson cited gaps in health services, education, water access, staffing and security, while noting that hundreds of households had benefited from the Parish Development Model. The RDC said the district would follow up on issues such as boreholes and pledged tougher action against corruption, absenteeism and indiscipline among officials.

The assessment is being presented by district leaders as a way to strengthen grassroots security, accountability and community discipline while also identifying development needs. More generally, local enforcement of national directives often depends on district-level implementation, which can lead to uneven compliance and public debate.
