OWC Orders Officers to Set Measurable Wealth Creation Targets

What the report says
Operation Wealth Creation (OWC) has told its officers to draw up measurable work plans as part of a push to improve programme delivery, oversight and accountability in government efforts to raise household incomes. According to Nile Post, the directive was issued by OWC Chief Staff Officer Brig. Gen. James Kaija during a week-long leadership retreat at the National Leadership Institute in Kyankwanzi.
The retreat brought together OWC leaders and officers from across Uganda to align the agency’s work with national priorities, including the Parish Development Model, the Fourth National Development Plan, the NRM manifesto and the Tenfold Growth Strategy. Kaija said directorates should use SMART objectives so responsibilities and expected results are clearer. He also urged officers to follow the agency’s “Hands On, Eyes Off” approach and maintain the “No More Sleep” principle, which the report described as a call for vigilance, teamwork and discipline.
Deputy Chief Coordinator Brig. Gen. Godfrey Muwanguzi said stronger monitoring and evaluation are needed to ensure public resources produce visible benefits for communities. He said OWC remains focused on helping households move from subsistence farming into commercial agriculture to improve productivity and incomes. National Leadership Institute Director Col. Okai Rukogota, opening the retreat on behalf of the Office of the President Permanent Secretary, also urged integrity, discipline and professionalism.
Nile Post noted that the statement did not give specific targets, beneficiary numbers or measured income gains. The emphasis on clearer planning and accountability reflects broader government efforts to improve the performance of poverty-reduction and agriculture programmes.
