What the report says

At least 538 people convicted of minor offences in Kampala have been ordered to carry out one month of community service instead of prison time, according to Nile Post. The offenders had been on remand at Luzira Prison and were sentenced on Monday at City Hall Court. Under the order, they will perform unpaid cleaning and sanitation work in public places across the city, including markets, schools and other areas, under the coordination of Kampala Capital City Authority (KCCA).

Nile Post reported that 150 of the convicts had already been deployed across Kampala’s five divisions. Their cases include offences such as public nuisance, illegal trading, operating without licences, drunkenness, unlawful roadblocks, disturbing the peace, fighting, smoking opium and attempted theft from pedestrians. Each person was given an introductory letter and monitoring forms to present to KCCA, which will assign duties and track compliance.

Senior Magistrate Edgar Karakire said community service can be a suitable non-custodial penalty for first-time offenders who show remorse and a willingness to change. The report said the programme is supervised by KCCA and the Ministry of Internal Affairs’ Department of Community Service. In broader terms, such schemes are often used to reduce prison congestion while encouraging rehabilitation, though that wider context is general background rather than a separate claim in the article.
