That decision also put the opening ceremony inside an arena, The Hydro, rather than a traditional stadium — a first for the Games, according to the report.

Commonwealth Sport president Donald Rukare also addressed the crowd, acknowledging Glasgow’s return as host after the city staged the 2014 Games.
