What the report says

Makindye-Ssabagabo Municipality town clerk Moses Otimong has urged newly elected local council leaders to step up anti-corruption oversight at the grassroots level, with a focus on monitoring public projects and reporting misuse of resources. According to Watchdog Uganda, he made the remarks while welcoming Ministry of Local Government Permanent Secretary Ben Kumumanya during a two-day induction for LC1 and LC2 executives at the municipality headquarters in Makindye-Ssabagabo on Tuesday, October 13, 2026.

Otimong said village and parish leaders are often the first to notice gaps in service delivery and should help protect public funds from abuse. He singled out the Parish Development Model, warning local committees against nepotism, discrimination and extortion when identifying beneficiaries and distributing money. He also asked the leaders to support municipal administration by helping resolve land disputes, discouraging domestic violence, working with security agencies and contributing to revenue collection.

Kumumanya, as reported by the publisher, reinforced the call for accountability and said public money meant for roads, health services and schools must not be diverted. He also described the PDM as a people-centered programme that should be safeguarded from misuse.

The training brought together local council leaders from 55 villages, eight parishes and three divisions. The article said the workshop also covered statutory duties, coordination between government levels, sanitation, waste management, air pollution and road safety.
