BBC Sport Football reports that an independent review into crowd disorder at the Old Firm Scottish Cup quarter-final at Ibrox in March has sharply criticised Rangers, Celtic, football authorities, police and supporter groups. The 37-page review, led by sports event consultant Mark Blackbourne, examined incidents around the match, which Celtic won on penalties, and concluded that the disorder came close to escalating into a large-scale violent confrontation.

According to the BBC’s account, both clubs now face disciplinary charges. The review says hundreds of Celtic supporters entered the pitch after the match, followed by a hostile response from Rangers fans, some allegedly masked and carrying items including poles. Police took more than four minutes to regain control, a period the report described as carrying the risk of life-threatening violence. Other incidents cited included ticketless fans forcing entry, a steward allegedly taking money to admit fans, a Celtic employee being struck, a reported racist abuse incident involving a Rangers player, a child hit by a coin, and an attack on a Celtic supporters’ bus.

The report argues that current punishments, especially fines and suspended sanctions, have not deterred unacceptable conduct. It recommends that restrictions on crowd sections should become an immediate first response for confirmed serious incidents, and calls on the Scottish FA and SPFL to use the powers already available to them more firmly.
