What the report says

Jacob Marksons Oboth, the Speaker of Parliament, has warned that slow parliamentary follow-up on Inspectorate of Government (IGG) reports could weaken the anti-corruption body’s impact and allow recommendations to “gather dust.” The remarks, reported by Nile Post, came during a Monday meeting in Kampala with IGG head Lady Justice Aisha Naluzze Batala, her senior officials and parliamentary committee chairpersons ahead of the tabling of the IGG’s 55th Bi-Annual Performance Report.

According to the report, covering January to June 2026 and due to be presented to Parliament on Tuesday, October 13, the Inspectorate concluded 1,472 investigations, handled 177 Leadership Code cases, secured 26 convictions and inspected 543 government projects. It also said it recovered Shs5.72 billion out of Shs41.59 billion ordered for recovery, and recommended Shs1.509 billion in compensation for complainants under its ombudsman work.

Oboth called for deadlines in Parliament’s rules so IGG recommendations are acted on within set timeframes, and asked that stalled recommendations be returned with supporting evidence for further action. He also proposed a separate budget line for whistleblower rewards and urged funding to fill 168 vacant positions at the Inspectorate. The IGG defended its work, saying no one is above scrutiny.

The figures and the Speaker’s remarks highlight a broader question for Parliament: whether oversight reports are leading to enforcement, recovered funds and accountability, or simply adding to a backlog of unresolved corruption findings.
