Obore further remanded as court issues arrest warrant for parliament office supervisor Itute

The Observer reports that Uganda’s Anti-Corruption Court has ordered the arrest of Parliament office supervisor Stella Itute after she did not appear to face charges linked to the alleged diversion of parliamentary funds. Grade One Magistrate Esther Asiimwe issued the warrant on Monday after prosecutors from the Inspectorate of Government said attempts to find Itute had not succeeded.

Itute is charged alongside seven Parliament-related officials, including Chris Obore Ariko, director of communications and public affairs; Daniel Adilo, director of human resource; Leonard Okema, executive secretary in the Office of the Speaker; Rajab Kaaya Ssemalulu, principal research officer; Emmanuel Emuron Okwi, principal protocol officer; Vincent Otebata, capacity development officer; and Methods Murebe, chief executive officer of the Uganda Parliamentary Cooperative Savings and Credit Society. The case concerns alleged embezzlement, money laundering and causing financial loss to government involving more than Shs 27 billion.

According to the charge sheet cited by The Observer, prosecutors allege that funds meant for parliamentary donations and corporate social responsibility activities were accessed and diverted through official positions. Itute is accused of embezzling Shs 75 million, while larger sums are attributed to several co-accused. Six of the accused, including Obore, also face money-laundering allegations involving Shs 10.893 billion allegedly processed, approved and received between January 2023 and April 2026.

The court ordered police to arrest Itute and bring her before the Anti-Corruption Court on August 10, 2026, when the matter is due for mention. The remaining accused, who have been on remand since July 2, 2026, were sent back to Luzira Prison. Their bail applications are expected to be heard by the High Court on August 3, 2026.
