NSSF reaches deal to end 18-year Tamangalo land dispute

The Independent Uganda reports that a long-running land dispute between the National Social Security Fund (NSSF) and businessman Amos Nzeyi over property in Temangalo, Wakiso District is nearing settlement. The reported agreement was reached on August 24 after renewed mediation by Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), which has been scrutinizing the matter.

Under the proposed arrangement, Nzeyi would provide NSSF with 10 acres of alternative land that has been assessed as suitable for the Fund’s use. He would also buy back the remaining 45 acres at current market value, allowing him to keep his home, paddocks and pasture on the site. The valuation is to be done by private valuers and the Chief Government Valuer, and the deal still needs internal NSSF approval and other statutory steps before it is completed.

The dispute dates back to 2008, when NSSF bought about 463.87 acres from Nzeyi and Arma Limited. A separate memorandum of understanding was later meant to leave Nzeyi with land around his home while he provided replacement acreage to NSSF, but the swap was never fully finalized. The issue later went to arbitration and remained unresolved for years, with the contested area eventually reduced to about 55 acres.

The reported breakthrough matters because it could end one of the Fund’s most prominent property disputes and restore physical possession of land NSSF says it already owns on paper. COSASE plans to review the matter again once the agreed steps have been carried out.
