NRM Orders Probe into Alleged Mismanagement of Shs186 Million Election Funds in Apac

Nile Post reported that the National Resistance Movement has ordered further inquiries into allegations that Shs186 million sent to Apac District for vote protection work in the 2026 General Elections was mismanaged. The decision followed complaints from party leaders that some people meant to receive facilitation did not get the money. The matter was discussed at a mediation meeting in Apac chaired by Denis Hamson Obua, the NRM Vice Chairperson for Northern Uganda.

According to the report, Obua said the party’s national leadership had received a formal complaint about the handling of the funds and wanted to verify whether district officials followed the party’s disbursement guidelines. The NRM Secretariat sent officials from its legal, finance and electoral affairs departments to help assess the dispute. Obua also indicated that the controversy is already the subject of a police criminal investigation and a civil case in court.

Maruzi North County MP Bernard Otim Odoc said the meeting gave local leaders space to discuss the dispute openly. He said grassroots members had repeatedly petitioned the Secretariat, alleging that facilitation intended for some beneficiaries had not reached them. After the meeting, the expanded Apac NRM District Executive Committee and Secretariat officials recommended more police investigations into the alleged misuse.

Nile Post reported that the current signatories to the Apac NRM district account were to be temporarily removed pending the investigations and court process, with interim signatories appointed. The meeting also recommended naming a substantive district administrative secretary within six months and urged members to use internal party dispute mechanisms before going to court or public forums. The dispute matters for the ruling party’s local organization as it prepares for upcoming Local Council and Women Council elections.
