NRM Masaka Boss Buregeya Calls for NRM Leadership Renewal Ahead of 2031

NRM Masaka City chairperson Rodgers Buregeya has urged the ruling party to begin a planned leadership transition, arguing that generational renewal is needed to keep the NRM politically relevant as it looks toward the 2031 election cycle. In remarks reported by Nile Post, he said the discussion should be understood as preparation for the future rather than a rejection of President Yoweri Museveni’s long tenure or the party’s history.

Buregeya made the comments yesterday at the Patriotic League of Uganda (PLU) chairman’s office in Nakasero, where he said he had gone to endorse Gen. Muhoozi Kainerugaba and collect books on Buganda linked to NRM chairpersons. He described Museveni’s leadership as central to Uganda’s stability and development, while arguing that political movements must deliberately create room for the next generation.

He tied the argument to Uganda’s youthful population, saying younger people are seeking jobs, entrepreneurship, technology, cheaper internet and opportunities in the creative economy. According to the article, he said the party should strengthen its structures from village level to the National Executive Committee, and give youth structures a bigger role in decision-making rather than only mobilisation.

Buregeya also referenced other political systems, including Tanzania’s CCM, as examples of parties that have managed leadership change while preserving ideology. He said the NRM should start debating renewal now, not near the 2029 election period, if it wants to remain competitive and govern effectively beyond 2031.
