Nigeria: Exclusive - Alleged Fake Medical Report - ICPC Reports El-Rufai's Doctor to Medical and Dental Council

Premium Times, republished by AllAfrica, reports that Nigeria’s Independent Corrupt Practices and Other Related Offences Commission has asked the Medical and Dental Council of Nigeria to take up allegations of professional misconduct against Bello Abubakar, an oncologist linked to a disputed medical report used in a bail request for former Kaduna State governor Nasir El-Rufai. The report says the complaint was received by the council on 8 July 2026, and the Medical Practitioners Investigating Panel is expected to examine the matter.

According to the report, the ICPC’s petition relies on an affidavit by an investigator involved in corruption and abuse-of-office inquiries concerning Mr El-Rufai. The affidavit says Mr El-Rufai, who is facing cases before courts in Kaduna, submitted a 10 June medical report on National Hospital, Abuja letterhead to support a health-based bail application. Premium Times reports that the hospital later told the ICPC it had no record identifying Mr El-Rufai as a registered patient, no matching electronic medical record, and no documentation of examinations or tests supporting the stated diagnosis.

The ICPC further alleges that Mr Abubakar, described as a retired National Hospital officer currently on contract there, issued the report without proper clinical basis or hospital authorisation. The article says Mr Abubakar is in ICPC custody and could not be reached for comment.

Premium Times also reports that the ICPC had earlier filed a four-count charge against Mr Abubakar over the alleged forged report, including accusations of false information and dishonest presentation of the document as hospital-authorised. The allegations remain subject to investigation and court proceedings; Mr Abubakar is presumed innocent unless convicted.
