Makindye Ssabagabo Municipal Council has begun a strategic review of how it delivers public services, with Town Clerk Moses Otimong urging leaders and staff to strengthen teamwork, innovation and integrity. Watchdog Uganda reported that the discussion took place during a staff retreat at Jinja Civil Service College, where the municipality set aside routine work to assess progress, identify bottlenecks and outline practical steps for improvement.

According to the report, the retreat brought together political and technical staff to examine performance across key areas such as administration, finance, planning, works, natural resources, education, production, community services, public health, trade and local economic development. Participants also reviewed audit findings, risk management issues and priorities for the 2026/2027 financial year. Otimong said collaboration across departments was essential because no single office can deliver sustainable results alone.

The municipality says its long-term vision is to become a well-planned, clean and prosperous council, supported by service delivery that is cost-effective and sustainable. Its stated values include transparency, dedication and innovation, and Otimong encouraged staff to reflect those principles in daily work. The message comes amid wider pressure on local governments in Uganda to show accountability and value for public resources.
